The Texas Age to Vote in Primary Elections Amendment, also known as HJR 31, was not on the ballot in Texas as a legislatively referred constitutional amendment on November 7, 2017.
The measure would have allowed the Texas State Legislature to enact a law permitting citizens under the age of 18 to vote in state and county primary elections if they will be 18 by the general election.[1]
Rep. Donna Howard (D-48) introduced the amendment as House Joint Resolution 31 in the Texas Legislature.[2]

The following ballot title was proposed to appear on the ballot:[1]
“ | The constitutional amendment authorizing a person who will be 18 years of age or older on the date of the general election for state and county officers to vote in the preceding primary election.[3] | ” |

The measure would have added a Section 1a to Article 6 of the Texas Constitution:[1]
- (1) will be 18 years of age or older on the date of the subsequent general election for state and county officers; and
- (2) satisfies the other applicable requirements for eligibility to vote.[3]

The proposed constitutional amendment was filed by Rep. Donna Howard (D-48) as House Joint Resolution 31 on November 15, 2016.[2] A two-thirds vote in both chambers of the Texas State Legislature was required to refer this amendment to the ballot. Texas is one of 16 states that require a two-thirds supermajority vote in both chambers.
The amendment did not receive a vote in the state legislature.
