In 2017, one statewide ballot measure was certified for the ballot in West Virginia for the election on October 7, 2017. The measure was approved.

HIGHLIGHTS
  • Amendment 1: The constitutional amendment was designed to issue up to $1.6 billion in state bonds to fund highway, road, and bridge construction and improvements. The state Legislature certified Amendment 1 for the ballot in a 34-0 vote in the Senate and an 84-11 vote in the House. Gov. Justice (R) selected the special election date of October 7.
  • Historical: Prior to 2017, the last time voters were asked to consider a ballot measure at an odd-year special election was in 2005. The measure was designed to issue $5.5 billion in bonds to provide funding for state pension systems. Voters rejected the amendment 53.9 percent to 46.1 percent.

    Getting measures on the ballot

    West Virginia does not provide for citizen initiatives. All ballot measures must be referred by the West Virginia State Legislature. To refer a constitutional amendment to the ballot, each chamber of the state Legislature must pass the amendment by a two-thirds vote during one legislative session.

    The state Legislature's 2017 regular session ran from February 8, 2017, through April 9, 2017. The Legislature also held a special session between May 4, 2017, and June 26, 2017.
