Thomas Bell Monroe (1791-1865) was a federal judge on the United States District Court for the District of Kentucky.

He was nominated by President Andrew Jackson on February 20, 1834. He was confirmed by the Senate on March 6, 1834, and received commission on March 8, 1834. He resigned on September 18, 1861.
