An Upper Allen Township alcohol sales referendum was headed for the May 19, 2009 ballot in Cumberland County, but was unable to gather enough petition signatures.[1]
Cornelia Appleby, owner of the Union Hotel Restaurant along the Gettysburg Pike, was leading an effort to put a referendum on the ballot to allow retail liquor sales in Upper Allen's restaurants.[2]

Signature requirement
2,398 valid signatures were required to qualify the measure for the ballot, and 1,063 were collected. The signature collection deadline was March 10.
