Two seats on the Victoria Independent School District Board of Trustees were up for general election on May 9, 2015. The election was canceled due to lack of opposition.[1][2] The elections in 2012, 2013 and 2014 were also canceled due to lack of opposition.[3][4]

Incumbents Estella De Los Santos and Ross Mansker from District 2 and 4, respectively, were up for re-election.[5] No candidates filed to run against them, leaving the incumbents unopposed in their bids for re-election. They were automatically re-elected to their seats.[1]

Victoria Independent School District is located in Victoria, Texas. The city is the county seat of Victoria County, which was home to 90,028 residents in 2013, according to the United States Census Bureau.[6] During the 2011-2012 school year, Victoria Independent School District was the 80th-largest school district by enrollment in Texas and served 14,402 students.[7]

Demographics

Victoria County underperformed compared to the rest of Texas in terms of higher education achievement in 2013. The United States Census Bureau found that 16.3 percent of county residents aged 25 years and older had attained a bachelor's degree, compared to 26.7 percent for the state of Texas. The median household income for Victoria County was $50,364, compared to $51,900 for the entire state. The poverty rate was 16.9 percent, compared to 17.6 percent statewide.[6]

Voter and candidate information

The Victoria Independent School District Board of Trustees consists of seven members elected by geographic district to three-year terms. Elections are held every year, with two or three seats up for election each year.[9] There was no primary election, and a general election was held on May 9, 2015. The District 2 and District 4 seats were on the ballot.[2]

In order to run for school board, candidates had to be at least 18 years old, registered voters and residents of the district for at least six months prior to the election. To get on the ballot, school board candidates had to submit paperwork with the school district secretary by February 27, 2015. Members filed two campaign finance reports with the district clerk prior to the election unless they did not receive or spend more than $500 during the campaign.[10]

In order to vote in this election, residents of the district had to register with their county elections office by April 9, 2015. Early in-person voting began April 27, 2015, and ended May 5, 2015. Voters could vote at the county elections office on weekdays from 8 a.m. to 5 p.m. during that time.[11][12]

No contributions or expenditures were reported during the election, according to the Texas Ethics Commission.[13]

Texas school board candidates and officeholders must file semiannual reports, which were due on January 15, 2015, and July 15, 2015. In addition, candidates in contested elections were required to file 30-day and 8-day pre-election reports, unless the candidate chose modified reporting.[10]

Candidates in contested elections who did not intend to exceed $500 in contributions or expenditures, excepting filing fees, were eligible for modified reporting. If they exceeded the threshold before the 30th day prior to the election, candidates were required to submit the 30- and 8-day reports. If they exceeded the threshold after the 30th day prior to the election, they were required to file a report within 48 hours of exceeding the threshold and participate in regular reporting for the rest of the election cycle.[14]
