Clark was an employee of the Internal Revenue Service and the Norfolk Naval Base prior to his retirement.[1] He serves on the Chesapeake Youth Committee.[2]

Wilford A. Clark, Jr. sought election to an at-large seat against incumbents Christie Craig, Harry A. Murphy and Michael J. Woods and six challengers during the general election on May 10, 2014. Board members Bonita Billingsley Harris and Ann R. Wiggins did not file for re-election by the March 4, 2014 deadline.
