The Rhode Island Bail, Proposal 3 was on the ballot in Rhode Island on November 6, 1984, as a legislatively referred constitutional amendment. It was approved. The amendment allowed bail to be denied to those charged with a crime involving the use or threat thereof of a dangerous weapon if the proof or presumption of their guilt is substantial. The accused must have first been previously convicted of a similar crime or an offense punishable by life imprisonment.[1]
