Those include: American Samoa, Guam, Northern Mariana Islands, Puerto Rico and the United States Virgin Islands. Other territories are unincorporated unorganized territories, which means that the territories do not have a effective government control. The former are governed by the United States but do not have state status. Both Puerto Rico and Northern Mariana Islands are considered commonwealths and have their own constitutions.
