This measure sought to increase the current library levy to one set at a rate of .22 percent in order to pay for library operational costs.[2]

The question on the ballot:
| Shall the annual public library tax rate for Martinsville Public Library District, Martinsville, Illinois, be established at .22% of full, fair cash value instead of at .15%, the maximum rate otherwise applicable to the next taxes to be extended?[3] |
