Collins was born in Toledo, Ohio. After graduating from Libbey High School, he served in the United States Marine Corps for six years. He reached the rank of Colonel and was honorably discharged. He held a B.A. in business administration and an M.B.A from the University of Toledo. His professional experience included working as a police officer.[1]
