Texas' 23rd Congressional District was a battleground district in 2016. Incumbent Will Hurd (R) won re-election to his second term, and defeated former Rep. Pete Gallego (D) in the general election on November 8, 2016. Hurd defeated Gallego in the 2014 general election to win the seat. Hurd defeated William Peterson in the Republican primary on March 1, 2016, while Gallego defeated Lee Keenen to win the Democratic nomination. Ruben Corvalan (L) also sought election to the seat.

“	Budget: I support reduced defense spending in order to balance the budget. Our U.S. military should be the biggest and strongest, but utilized very judiciously. I support an increase in income tax for certain tax brackets. I believe in a flat tax bracket for everyone above the poverty line. Campaign Finance: My view on campaign finance is clear and succinct. The only contributions to a campaign should come from individuals, and should be capped at $100.00 per person per election. Special interest groups should no longer be able to "buy" a candidate. It has been far too long that ploticians have served those that line their pockets instead of those that vote for the candidate to represent them. Crime: I do not support capital punishment for any crime. No person, system or government should have the right to end the life of an individual as part of a judicial sentence. I do support alternatives to for certain non-violent crimes such as mandatory counseling, substance abuse treatment and other programs. I do not support minimum sentences for any crime. Economy: I support federal spending as a means of promoting economic growth. I also support lowering taxes as a means of economic growth. I highly support tax incentives for businesses for the purpose of creating jobs. Education: I do not support requiring states to implement education reforms in order to be eligible for competitive federal grants. I'm against common core. I believe every state education board should be responsible for the education standards.	”
