Ferguson-Florissant School District is a school district in Missouri that serves the city of Florissant, Missouri. The district was the 18th-largest school district in the state in the 2014-2015 school year and served 11,466 students.[1]

Ferguson-Florissant School District is located in east-central Missouri in St. Louis County. The county seat is Clayton. St. Louis County was home to 1,003,362 residents between 2010 and 2015, according to the United States Census Bureau.[2]

Demographics

St. Louis County outperformed Missouri as a whole in terms of higher education achievement from 2011 to 2015. The United States Census Bureau found that 41.6 percent of county residents aged 25 years and older had attained a bachelor's degree or higher, compared to 27.1 percent for the state as a whole. The median household income in the county was $59,755, compared to $48,173 for the entire state. County residents lived below the poverty level at a rate of 10.3 percent, while that rate was 14.8 percent for the state as a whole.[2]

Joseph Davis (July 2015 - Present)

Joseph Davis is the superintendent of the Ferguson-Florissant School District. He has served in this role since July 1, 2015. Davis served as superintendent of the Washington County Schools District from 2012 until he joined Ferguson-Florissant in 2015. He earned a bachelor's degree in computer science from North Carolina A&T State University, a teaching license and a master's degree in school administration from East Carolina University, and a second master's degree in education and a doctoral degree in administration from the Harvard University Graduate School of Education. Davis and his wife have one son who attends school in the district.[3]

Art J. McCoy II (2001 - March 2014)

Art J. McCoy II served as superintendent of the district from 2001 to March 2014, when he resigned after serving on paid suspension since November 2013. Prior to serving as superintendent, McCoy served as assistant superintendent of the district. He previously served as the executive director of VICC and Student Services for Rockland School District. He earned a bachelor's degree from Harris-Stowe State University and master's and doctoral degrees from the University of Missouri-Saint Louis. McCoy was also the president and CEO of SAGES, a consulting and professional development firm.[4][5]

Members of the Ferguson-Florissant Board of Education are elected to three-year terms. Seats are up for election on a staggered basis every April. Three seats were up for election in 2014, two seats were up for election in both 2015 and 2016, and three seats were up for election in 2017.

Budget

From 1993 to 2013, the Ferguson-Florissant School District had an average of $106,077,238 in revenue and $107,035,810 in expenditures, according to the United States Census Bureau's survey of school system finances. The district had a yearly average of $12,437,048 in outstanding debt. Academic performance

Missouri’s Top 10 by 20 plan holds as a primary goal that all students will graduate high school college-and-career-ready. To measure progress toward this goal and to distinguish among school and district performance, the Department computes an Annual Performance Report (APR) score for each Local Education Agency (LEA) and school. This overall score is composed of scores for each of the MSIP 5 Performance Standards

  • Academic Achievement
  • Subgroup Achievement
  • High School Readiness (K-8 districts) or College and Career Readiness (K-12 districts)
  • Attendance Rate
  • Graduation Rate (K-12 districts).

Status, progress, and growth (where applicable) are used to calculate a comprehensive score used to determine the accreditation level of a school district. Data for academic achievement (English language arts and mathematics), subgroup achievement (English language arts and mathematics) and graduation rate are also used for federal accountability determinations, including reward, focus and priority school identification, for LEAs and schools.

The MSIP 5 Performance Standards were approved by the State Board of Education in December of 2011 and go into effect two (2) years from the date of approval. Missouri’s ESEA Flexibility Request was approved by the United States Department of Education in July of 2012. The components used for federal accountability went into effect upon approval of the request.[10]

For the 2012-2013 school year, Ferguson-Florissant School District students earned an average Missouri Assessment Program index score of 298.9. Students scored highest in English language arts with an index score of 330.5, but they scored lowest in social studies with an index score of 248.6. The district's average MAP index score ranked 450 out of the 469 Missouri school districts that reported scores for all four tested subject areas.[11]
