The Great Lakes-St. Lawrence River Basin Water Resources Compact is an interstate compact between Illinois, Indiana, Michigan, Minnesota, New York, Ohio, Pennsylvania and Wisconsin, and also has congressional consent. The compact provides a framework that the member states use to provide protection and assist in the management of the lands and waters in the Great Lakes-St. Lawrence River Basin. The compact also created a council designed to lead in this management.[1]

The legislature of each member state passes the laws with certain modifications, but the core of the legislation remains the same.
