One down ballot state executive position was up for election in the state of Rhode Island in 2014. The lone down ballot office on the ballot in 2014 was the Rhode Island Treasurer. The general election took place on November 4, 2014.
Incumbent Gina Raimondo (D) did not file for re-election in 2014, opting instead to run for governor. Newcomer Seth Magaziner (D) faced independent candidate and former auditor general Ernest Almonte in the general election. Seth Magaziner won election to a four-year term.
A primary election is an election in which registered voters select a candidate that they believe should be a political party's candidate for elected office to run in the general election. They are also used to choose convention delegates and party leaders. Primaries are state-level and local-level elections that take place prior to a general election.
Rhode Island utilizes a semi-closed primary system. Unaffiliated voters may vote in a party's primary without affiliating with that party. Voters that are affiliated with a party at the time of the primary election may only vote in that party's primary.[1] State law also says: "Whenever an unaffiliated voter participates in a party primary, their party affiliation shall remain unaffiliated."[2]

Duties
The treasurer serves as the state's chief banker. This official is responsible for receiving and disbursing all state funds, issuing general obligation notes and bonds, managing the investments of state funds and overseeing the retirement system for state employees, teachers and some municipal employees. The treasurer also manages the unclaimed property division, the crime victim compensation program and the CollegeBound fund.[8]
