Coeur d'Alene Public Schools is a school district in Idaho that served 10,878 students in 16 schools during the 2012-2013 school year.[1] This district was the fifth-largest by enrollment in the state of Idaho.

Coeur d'Alene Public Schools is located in Kootenai County, Idaho.

Coeur d'Alene Public Schools is located in northwestern Idaho in Kootenai County. The county seat is Coeur d'Alene. Kootenai County was home to an estimated 150,346 residents in 2015, according to the United States Census Bureau.[2]

Demographics

Kootenai County underperformed compared to Idaho as a whole in terms of higher education achievement between 2011 and 2015. The United States Census Bureau found that 23.3 percent of county residents age 25 and older had attained a bachelor's degree, compared to 25.9 percent of state residents. The median household income in the county was $49,403, compared to $47,583 for the entire state. The poverty rate in Kootenai County was 14.7 percent, while it was 15.1 percent statewide.[2]

The superintendent of Coeur d'Alene Public Schools is Matthew Handelman. First coming to the district as associate superintendent in the summer of 2010, Handelman also served as elementary and curriculum director for the district before he was named interim superintendent in May 2013 and became permanent superintendent in November 2013. He earned his bachelor's degree in anthropology from Amherst College in 1988 and his principal certificate from the University of Washington in 1996.[3][4]

Members of the Coeur d'Alene board of trustees are elected to four-year terms. Elections are held in May of odd-numbered years. Two seats were up for election in 2015, and three seats were up for election in 2017.

The Coeur d'Alene board of trustees maintains the following policy on public testimony during board meetings:

NOTICE
DUE TO THEIR SENSITIVE NATURE, COMMENTS OR COMPLAINTS ABOUT PERSONNEL OR INDIVIDUAL STUDENTS WILL ONLY BE HEARD IN EXECUTIVE SESSION. Idaho Code § 67-2345.

Any complaint about the District, including instruction, discipline, district personnel policy, procedure or curriculum, should be referred through proper administrative channels before it is presented to the board for consideration and action. All complaints should be resolved through proper channels in the following order:

1. Teacher or Staff
2. Principal or Supervisor
3. Director or Administrator
4. Superintendent
5. Board of Trustees

Public Comment—Inclusion on Board Agenda
Persons wishing to address the Board will be required to submit a “REQUEST TO APPEAR BEFORE THE BOARD” form to the Superintendent’s office at least seven (7) days prior to the scheduled Board meeting to allow sufficient time for the matter to be considered for inclusion on the agenda.

Public Comment at Board Meetings
Each speaker will be limited to three (3) minutes. All speakers will be allowed to speak at least once before a speaker is allowed to address the board a second time. Public comment may be taken from the public on matters scheduled on the agenda. Should a large number of the public wish to speak on the same issue or topic, members of the public are encouraged to select a representative(s) to summarize their position. Additionally, the Board Clerk may accept written comments for distribution to the Board. The Board may decline to hear any matter at its discretion.

Written materials for Board Members must be submitted to the Clerk. The written material must include the name, address and telephone number of the person submitting it. A copy of the materials that meet these requirements will be forwarded to Board Members if received at least seven (7) days prior to the scheduled Board meeting. Materials should not be sent directly to Board Members. Materials may be presented or mailed to the Clerk at 1400 N. Northwood Center Ct., Coeur d’Alene, ID 83814.

If a topic is being considered by a committee established for that purpose, the Board may refer the public comment to that committee.

Because of the diversity of issues, members of the Board will not respond to public comment. Instead, issues may be recorded and referred to the proper staff person for follow-up. The Chair may interrupt or terminate an individual’s statement when it is too lengthy, personally directed, abusive, obscene, repetitive, or irrelevant. The Board of Trustees as a whole shall have the final decision in determining the appropriateness of all such rulings.

Nothing in this policy shall prohibit the removal of any person who willfully disrupts a meeting to the extent that orderly conduct is seriously compromised. Defamatory or abusive remarks are always out of order. The Chair may terminate the speaker’s privilege of address if, after being called to order, the speaker persists in improper conduct or remarks.

If a special meeting has been held to obtain public comment on a specific issue, the Chair of the Board may not recognize speakers wishing to comment on the same topic at a regular meeting of the Board.[6]

Budget

From 1993 to 2013, the Coeur d'Alene school district had an average of $59,315,000 in revenue and $59,073,857 in expenditures, according to the United States Census Bureau's survey of school system finances. The district had a yearly average of $12,225,286 in outstanding debt. The district retired $1,111,952 of its debt and issued $2,723,095 in new debt each year on average.[8]

Teacher salaries

Coeur d'Alene Public Schools employed 482 teachers in the 2013-2014 school year. Teacher salaries are categorized based on higher education achievement, professional development and years of service. A teacher with a bachelor's degree can earn higher salaries by pursuing graduate courses with raises at 10 hours of higher education credits. The salary schedule also accounts for graduate degrees by providing higher starting salaries and greater potential salaries. Issues

Voters approve $68 million bond and levy

Voters approved a $35.5 million construction bond and $32 million operating levy for the Coeur d'Alene school district on March 14, 2017. The levy required 50 percent of the votes cast plus one additional vote to pass, and it received 79 percent. The bond required 66 percent of the votes cast to pass, and it received 77 percent.[10][11]
