Frank E. Novinger was a judge for the Orphans Court of Washington County in Washington County, Maryland.[1] He was elected to the court on November 2, 2010, and assumed office on December 3, 2010.[2][3] Novinger ran for re-election to the Orphans Court of Washington County in 2014.[4] He was defeated in the Republican primary on June 24, 2014, and retired at the end of his term.[5]

Primary: He was defeated in the Republican primary on June 24, 2014, receiving 11.5 percent of the vote. He competed against Cassandra Laverne Costley, Paul Cox, Joseph W. Eichelberger, and incumbent Judges Robert Adair and John M. Shriver. Primary candidates competed for 3 seats.  [4][5]

Novinger, a Republican, was elected to the Orphans Court of Washington County (along with Robert Adair and incumbent John M. Shriver) in the general election on November 2, 2010. He received 25.24 percent of the vote.[3]

Education

Novinger received his undergraduate degree from Shippensburg University in 1969 and his master's degree in school administration from McDonald College in 1973.[2]

Career

Before he became a judge, Novinger worked as an elementary school teacher and principal.[2]
