Before being appointed superintendent in Illinois, Smith was superintendent of the Oakland school district in his home state of California. He had previously served as the deputy superintendent of the San Francisco school district and superintendent of the Emery school district.[1][3]

Smith moved to Chicago from California in 2013 and became the executive director of a nonprofit organization that deals with early childhood development and education called the W. Clement and Jessie V. Stone Foundation in Oak Park, Illinois.[1][3]
