2016

Paine's campaign website highlighted the following issues:

Agriculture

  • I believe that a vibrant and sustainable agricultural industry is necessary for the health of the local and state economy.
  • I believe that a free-market system is the best mechanism to assist our agricultural community and to make it strong and viable. Abundant, domestically produced resources, including feed and fertilizer, along with access to water, technology and equipment are vital to assuring that our family farms and local economy stay strong and competitive.
  • I believe that over-reaching rules and regulations mandated by the federal and state governments hinder the growth, production and success of our agricultural community.
  • I believe that farmers and local governments know what is best for their area and how to best implement those guidelines. This will allow our farmers to do what they do best – grow food and feed the world.

Private Property Rights

  • I have always believed that private property rights are a fundamental right and help to create a free society. Every person has the right to acquire, own, use, possess, enjoy and dispose of their property as they see fit.
  • I support laws that protect the individuals rights and property by requiring federal and state agencies to abide by contractual and historical land rights for water, grazing, forestry, agricultural and development.
  • I oppose any taking or eminent domain action by the government without due process of law. Any acquisition of property by any government entity shall be by done by impartial judicial process and at fair market value.
  • I oppose any government acquisition of private property for private development. I also oppose any rule or regulation that devalues a piece of property without just compensation.

Small Business

  • I believe that economic opportunity assures that each new generation is better off than the one before it. The economy will flourish when a minimal amount of taxes, restraints, rules and regulations are applied to industry, property, recreational opportunities, agriculture and trade.
  • I believe that private sector job creation is best achieved by reducing business and personal taxes, limiting stifling regulations, adopting right to work rules and eliminating prevailing wage laws.
  • I believe that small business is the backbone of the local, state and national economy. I believe that those entrepreneurs deserve representation that focuses on reducing their overhead, including common sense minimum wage laws, that will allow them to stay in business and make a living.[1]
