Angela Luckey was a two-time candidate for the Place 3 seat on the Grand Prairie board of trustees in Texas. She lost election against fellow challenger Katrina Jones in the general election on May 10, 2014. Luckey ran for election a second time on May 7, 2016 and was defeated.[1]

Luckey earned a B.S. from Tyler College and a master's degree from Amberton University. She has worked for 25 years with the U.S. Department of Navy as a liaison for veterans and their families. Luckey currently serves as the president of the local branch of the National Association for the Advancement of Colored People (NAACP). She has three children and one grandchild.[2][3]

Two seats were up for election on May 7, 2016. While Place 6 incumbent Steve Pryor sought re-election, Place 7 incumbent Mike Skinner opted not to seek another term. Former candidate Gloria Carrillo and newcomer Angela Luckey faced Pryor in the by-district Place 6 race. For the open Place 7 seat, Bessye Adams, Burke Hall, and Mike Riley squared off in the at-large election. Ultimately Pryor and Hall secured the seats and won terms on the district board.[4]

1. $500 Million in debt and counting...

If you are not aware of the growing debt that GPISD has incurred then please take a minute to learn the facts. Since 2007 the GPISD School Board has approved 3 separate bond packages totaling $300 million dollars. Our total debt as of this fiscal year exceed half a BILLION dollars! This massive borrowing has placed a huge burden on the district. As of today, GPISD is so far in debt that it cannot legally borrow any additional funds unless our tax rate is increased. What most individuals DO NOT realize is that the GPISD School Board and the Superintendent have known about this situation for some time. What is their solution? Well right now the "rubber stamp" majority school board trustees are planning to put forth a tax ratification vote shortly after the completion of this school board election season.

Their philosophy is to continue borrowing and raising taxes to pay for projects without any "belt tightening." To the majority on the GPISD School Board it is easy to spend "Other People's Money".

I realize that the REALREASON we are in this situation is because we have wasted and continue to waste millions of dollars on controversial programs like CSCOPE and more importantly on paid "outside consultants" and hyper-inflated salaries for our senior administrators.

My opponent will try and "downplay" this issue, but the reality is our current Superintendent Dr. Susan Hull currently makes $325,000 per year! This salary makes her the second highest paid Superintendent in the entire State of Texas. She makes more in base salary than both the Houston ISD and Dallas ISD Superintendents despite their districts being 8-10 TIMES LARGER in size. This year alone the "Rubber Stamp" school board majority gave our Superintendent a $25,000 raise while our teachers received a mere 2%.

We have borrowed enough and we are paying too much for the results we are receiving. I will not vote to support ANY TAX INCREASE - PERIOD. We must force the administration to cut executive salaries, stop relying on "outside consultants" to solve our problems and start spending our tax dollars wisely!

2. Teaching to a Test vs. College Readiness...

During this campaign season you are going to hear two messages about GPISD that are radically different. One is the "Everything is GREAT" message that is coming from my opponent. I once heard a wise man say "We can all have our own opinions, but not our own facts." I am REALIST not an IDEALIST. I learned during my college and graduate work that if you cannot look at both sides of an issue then you cannot be independent nor will you have the wisdom to make the correct decision when tough choices are put before you.

So what are the facts regarding our School Performance?

Two years ago the State of Texas removed the "Exemplary", "Recognized", "Academically Acceptable", and "Academically Unacceptable" ratings from our schools. Why did they do this? It is very simple, too many of our Texas public schools were falling from an "A" rated schools down to "C" rated or below. This created immense political pressure and instead of addressing the root of the problem, they made the ratings a "Pass" or "Fail" approach. This did not help the problem, nor does it provide any transparency to parents to determine how well their neighborhood school is performing in comparison to others in the area and across the State of Texas.

Fortunately, a nonprofit group called "Children At Risk" continued their independent analysis of Texas Public Schools. They looked at factors beyond just one single test score called STAAR. They look at factors like ACT scores, SAT scores, the number of students in PREAP or AP classes, etc. Basically their analysis is a more accurate reflection of whether that campus is simply "Teaching to a Single Test" or "Preparing Kids for College".

The results for GPISD are both good and bad. At the elementary level GPISD schools are holding their own and in many cases succeeding. I applaud the new STEM campus Ellen Ochoa as well as Garner Fine Arts Academy. These are true success stories in our district.

However, the bad news is that once our kids leave the elementary grades GPISD is "below average" and in some cases "failing" our kids.

For example, are you aware that Bill Arnold Middle School is one of the lowest rated Middle Schools in the Entire State of Texas receiving a grade of "F"?

It may also surprise you to learn that Grand Prairie High School received a "D" grade and is also failing our students.

This isn't my opinion these are the facts and my opponent simply wants to ignore them. I would encourage you to read the reports for yourself and compare your Middle School or High School campus to others around us. I think you will find that we have MAJOR problems once our kids leave Elementary school and it will take someone opposing the "Rubber Stamp" majority board to help turn these campuses around.

3. CSCOPE is an EXPENSIVE JOKE....

If you are not familiar with the CSCOPE controversy that has taken hold of the entire State, then you may not be familiar with the local controversy regarding CSCOPE and GPISD. Grand Prairie ISD was the FIRST district in the entire State of Texas to implement the notorious CSCOPE curriculum. We did this solely because our current Superintendent had a direct conflict of interest with this program. Her father Hubert Simpson was Chairmen of the Board of the vendor that sold us this product on a "no bid" contract. GPISD has been using CSCOPE for over 7 years now!

This curriculum has received more complaints from teachers across Texas than any other curriculum in the history of Texas public education. Why?

Very simply the product is poorly written, biased and in some extreme cases attempts to indoctrinate our students with "Anti-American" lessons.

When I went to school I remember taking a textbook home and God forbid I had homework EVERY NIGHT that my parents sat down with me and worked on.

Sadly our current Superintendent and the "Rubber Stamp" majority board simply do not agree with this approach to education. They want all work to be "done in the classroom" and with little or no visibility to parents. CSCOPE has not improved test scores in our district. In fact, our test scores have gone down in the Middle School and High School not up! Meanwhile the program has cost the taxpayers of GPISD millions of dollars that could have been used on quality instructional materials.

Last year the State Legislature opened an investigation into CSCOPE due to the voluminous complaints by teachers and parents. The result was that CSCOPE lessons were to be "abandoned."

Are you aware that GPISD requires its teachers to still use CSCOPE lessons as the basis for your child's education?

Are you aware that CSCOPE lessons have compared our "Founding Fathers" to "Terrorists" like Osama Bin Laden?

Are you aware that no major ISD in the State of Texas uses CSCOPE for its curriculum?

Dallas ISD - NO!

Fort Worth ISD - NO!

Carroll ISD - NO!

Lewisville ISD - NO!

Why do these major districts refuse to use CSCOPE - because CSCOPE is BAD for KIDS!

In fact, just this past year the Irving ISD Superintendent resigned and CSCOPE was "thrown out" of the district because of the controversy and poor quality of its lessons.

I want the VERY BEST CURRICULUM in the entire nation for our kids! CSCOPE or Common Core are NOT SOLUTIONS for GPISD!

Let's use wisdom and get back to an era when kids brought textbooks or e-books home with them and they actually were assigned homework from these textbooks that parents could monitor and help with when needed. That is what I believe will turn this district around and it is what I am committed to fight for if I am elected.

I would encourage you to do your own research on CSCOPE. There is a mountain of evidence about how harmful this solution has been to public education.
