Arkansas House Bill 1688 was introduced on March 5, 2015, by Rep. Bob Ballinger (R-42). It was unanimously approved in the Arkansas State Senate and Arkansas House of Representatives on March 13, 2015, and March 27, 2015, respectively. Gov. Asa Hutchinson (R) did not sign this bill, but he did not veto it either, allowing it to be enacted after the gubernatorial signature waiting period expired.[1]

Arkansas HB 1688 added the following provision to the relevant sections of state law:[1]

Except for a municipal referendum petition concerning a municipal bond, a sponsor shall be given sixty (60) days to circulate a municipal referendum petition.[2]

Before this measure was enacted, the only deadline for a referendum petition was set by the state constitution, which dictated that any municipal referendum petition must be filed between 30 and 90 days after the targeted law was enacted by the city council.[3]

Rep. Bob Ballinger (R-42) sponsored this bill. It was approved unanimously in both the state house and the state senate.[1]
