The August 26, 2014, general election in St. Johns County featured three seats up for election. Incumbent Beverly Slough defeated challenger Kelly Lorbeer for the District 1 seat. District 3 incumbent William "Bill" Mignon also won re-election, defeating challengers Karen Harvey and Ralph D. Klein. In the District 4 race, Kelly Dawn Barrera defeated fellow candidate Nicholas M. Graham.

Slough ran in the 2012 election for the U.S. House to represent Florida's 6th District. Slough sought the nomination on the Republican ticket.[2] Slough was defeated by Ron DeSantis in the Republican primary on August 14, 2012.[3]

I am Bev Slough and am a 44 year resident of NW St. Johns County. I have served our community in as pastor’s wife, chair of United Way, Rotarian, and proud member of the St. Johns County School Board.
  • I am proud of my twenty years of service on the St. Johns County School Board. My long tenure has allowed me to gain the knowledge and experience needed to give oversite to the largest employer in our county with an operating budget of $1.2 billion dollars.
  • My key focus on my tenure has been to provide an excellent education to the ever increasing student body of our county. This effort has led to St. Johns County’s number one status in the state for the last fourteen years. This has been accomplished by focusing on each student and his/her indivisible learning needs.
  • St. Johns County provides our students with academic choice through the development of career academies at all of our high schools, enabling students to prepare themselves for college and career in over 24 areas of study.
Providing an excellent education to every student in our county is the focus of my service and candidacy.

Recruiting and retaining the most qualified teachers possible to accomplish this goal is a major focus.

Safety and security of our students is always top of mind.

The characteristics that are important for an elected official are to understand who their constituents are and to realize that the office holder is a representative of those constituents.

A school board member is the policy maker for the district, provides oversight to the overall direction, and is responsible for establishing and administering a balanced budget.
The parents and children of my district, as well as the community at large.
It is important to balance the needs of all within the district. Safety and security are of paramount importance. A strong curriculum and excellent faculty and staff are essential. In order to recruit and retain these employees, it is essential that competitive salary and benefits be provided, as well as favorable working conditions. When these essentials are met, students receive individualized, targeted instruction that leads to academic success. Successful schools lead to higher property values and a prepared workforce.
It is my practice to be involved in school organizations such as Parent Teacher Organizations and School Advisory Councils. I am an active Rotarian, allowing me to interact with a wide variety of community members. My work with United Way also provides those opportunities. My active involvement in my church is another avenue for building relationships.
I do I believe that having a diverse faculty is valuable. To that end, our district actively recruits teachers from Historically Black Colleges and Universities.
Recruiting and retaining quality faculty and staff is becoming a large obstacle, especially in a very fast growing school district. This obstacle is being addressed by “growing our own” by offering our Future Teachers Academy graduates the opportunity to return to our district after college and be placed at the second salary level as opposed to beginning level when they are hired. Providing the highest salary that we can afford is another way to address this issue.
Good teaching begins with forming strong relationships with students. It is often said that a teacher cannot teach until students know that the teacher cares about them. The ability to provide differentiated instruction is essential. Creative, engaging instruction is also a measure of good teaching.

Proving adequate professional development that helps teachers acquire the advanced teaching skills they need to be successful. Assigning experienced teachers to mentor beginning teachers is also essential.
Career and technical education is very important, especially for students who are not college bound. Our district has a technical high school as well as a post secondary technical college to meet these needs. Career academies allow students to explore career opportunities that interest them prior to graduating and also to earn college credit while still in high school. I am in full support if expanding these opportunities whenever possible.
In Florida, education funding is formula driven and legislatively prescribed. I will continue to work with our local Legislative delegation as well as the education committees in both the state Legislature and Congress to ensure that adequate funding is provided.
The safety of our students is our first priority. We have hardened all our schools, provided extensive training to both staff and students, and purchased a system to allow any staff member to alert administration and law enforcement if there is danger on campus.
We have invested both state and local dollars into providing additional counselors and other mental health professionals to address the mental health needs of our students and to enable timely referrals to outside resources when needed. We provide access to mental health professions to our faculty and staff at our wellness centers as well as providing mental health services through our insurance program.
Technology is a double edged sword. Access to technology opens the world to our students for research and exploration. Teachers use this resource to enhance their instruction and to enrich their lessons. On the flip side, social media opens a path to bullying and the dissemination of false information when used indiscriminately. Both sides will only increase as technology continues to innovate and expand. Greater vigilance is vital to combat the negative aspects.
Our district provided a dual opportunity in the first year of the pandemic. It was extremely stressful to those teachers trying to deliver lessons both virtually and in person. The next year, we opened all our schools yo brick and mortar instruction and enrolled virtual students in our virtual franchise, thus providing parents with the option to keep their children home if they desired while preserving traditional instruction in brick and mortar schools. Masks remain optional in our schools,
Involvement in school organizations, holding townhall meetings, and being open and accessible to parents are ways I have utilized to build relationships. I have been proactive in appointing parents to various district committees do that they have an active voice in the school community.
