Two seats on the Bullitt County Public Schools School Board were up for general election on November 4, 2014.

As incumbent Tim Wiseheart did not file for re-election, newcomer Debby Atherton ran and won re-election unopposed in District 3, while District 4 incumbent Dolores Ashby defeated challenger Scott Matthew Hrebicik.[1]

Bullitt County Public Schools is located in northern Kentucky in Bullitt County. The county seat is Shepherdsville. Bullitt County was home to 78,702 residents in 2014, according to the United States Census Bureau.[2] In the 2011-2012 school year, Bullitt County Public Schools was the seventh-largest school district in Kentucky and served 13,033 students.[3]

Demographics

Bullitt County underperformed compared to Kentucky as a whole in terms of higher education achievement in 2014. The United States Census Bureau found that 13.4 percent of county residents aged 25 years and older had attained a bachelor's degree, compared to 21.8 percent of state residents. The median household income for the county was $56,199, compared to $43,342 for the state. The percentage of people below poverty level for the county was 12.3 percent, while it was 19.1 percent for the state of Kentucky.[2]

Voter and candidate information

The Bullitt County School Board consists of five members elected to four-year terms. Each member is elected to a specific geographic district. There was no primary election, and the general election was held on November 4, 2014. Two seats were up for election in 2014.[1]

School board candidates had to file with their county elections department during the candidate filing period, which ended on August 12, 2014. The deadline to withdraw was on August 25, 2014. Write-in candidates had to file by October 24, 2014. To vote in the 2014 general election, voters had to register by October 6, 2014.[5]

Campaign finance

Candidates who raised or spent over $3,000 during the election cycle had to file all pre-election and post-election campaign finance reports. Those raised or spent less than $3,000 were only required to file a 30-day post-election report, while those who raised or spent less than $1,000 did not have to file any reports.[6]

Property tax increase

On September 22, 2014, the Bullitt County School Board voted 3-2 to raise property taxes by 2.4 cents per $100 of assessed property. The four percent increase is the maximum allowed under state law without requiring a public vote. The increase would bring an additional $1.3 million in revenue to the district.[7] Board members voting in favor of the increase included Lorraine McLaughlin, Dolores Ashby and Tim Wiseheart, with Roger Hayes and Darrell Coleman voting against.[8]
