Two of the five seats on the Burbank Unified School District Board of Education were up for primary election on February 28, 2017. In their bids for re-election to the board, incumbents Larry Applebaum and Charlene Tabet ran against challenger Steven Frintner.[1] Frintner and Tabet won the two seats outright in the primary election as they received a majority of the votes.[2][3][4][5]

Voter and candidate information
The Burbank Unified Board of Education consists of five members elected to four-year terms. Elections are held at large on a staggered basis every odd-numbered year. Three seats were up for election in 2015, and two seats were up for election in 2017. A primary election was held on February 28, 2017. A general election could have been held on April 11, 2017, if candidates had not received a majority of the votes cast in the primary.[2][3][4][5][6]
To get on the ballot, school board candidates had to file their nomination paperwork by December 2, 2016. To qualify to run for a seat on the board, candidates had to be at least 18 years old, "a citizen of California, a resident of the school district, a registered voter, and not legally disqualified from holding civil office," according to the bylaws of the Burbank Unified Board of Education.[3][7]

Endorsements
The Los Angeles County Democratic Party endorsed incumbent Charlene Tabet and challenger Steven Frintner.[10] Frintner was also endorsed by the Burbank Teachers Association, the Burbank Democratic Club, and the Armenian National Committee of America, Burbank.[11]

The 2017 Burbank Unified Board of Education election added one new member to the board. The newcomer defeated an incumbent to win the seat, which had not happened in the district's past two election cycles. The district's 2013 and 2015 board of education elections saw newcomers elected to the board, but they all won open seats. Each incumbent who ran for re-election in 2013 and 2015 won an additional term on the board.

The Burbank Unified School District is located in the city of Burbank, which resides in Los Angeles County in southern California. Burbank was home to an estimated 105,319 residents in 2015, according to the United States Census Bureau.[13] The district was the 97th-largest school district in the state in the 2014-2015 school year and served 16,332 students.[14]
Demographics
Burbank outperformed California as a whole in terms of higher education achievement from 2011 to 2015. The United States Census Bureau found that 38.3 percent of city residents aged 25 years and older had attained a bachelor's degree, compared to 31.4 percent of state residents. The median household income for Burbank was $66,076, compared to $61,818 for the entire state. The percentage of people in poverty in the city was 11 percent, while it was 15.3 percent statewide.[13]
