Four seats on the Central Unified School District Board of Trustees were up for general election on November 4, 2014. Board members from Trustee Areas 1, 2, 4 and 7 were up for re-election, and they all faced at least one challenger.[1]

Trustee Area 1 incumbent Phil Rusconi lost his bid for re-election to challenger Cesar Granda. The Trustee Area 2 race featured incumbent Judith Geringer and challengers Ruben Coronado and Julia Montoya Shields, with Coronado coming out on top. Trustee Area 4 incumbent George Wilson Jr. was defeated, with challenger Richard Atkins taking the seat. Incumbent Diana Milla was defeated by challenger Rama Dawar for the Trustee Area 7 seat.[2]

Central Unified School District is located in Fresno County, California. The county seat of Fresno County is Fresno. Fresno County was home to 955,272 residents in 2013, according to the United States Census Bureau.[3] In the 2011-2012 school year, Central Unified School District was the 105th-largest school district by enrollment in California and served 14,896 students.[4]

Demographics

Fresno County underperformed compared to the rest of California in terms of higher education achievement in 2012. The United States Census Bureau found that 19.4 percent of Fresno County residents aged 25 years and older had attained a bachelor's degree compared to 30.5 percent for California as a whole. The median household income for Fresno County was $45,741 compared to $61,400 for the entire state. The percentage of people below poverty level for Fresno County was 24.8 percent while it was 15.3 percent statewide.[3]

Voter and candidate information

The Central Unified School District Board of Trustees consists of seven members elected to four-year terms by specific geographic districts. There was no primary election, and the general election was held on November 4, 2014. Four seats were up for election in 2014, and three seats will be up for election in 2016.[1]

School board candidates had to file with their county elections department during the candidate filing period. The filing period began July 14, 2014, and ended August 8, 2014. To vote in the 2014 general election, voters had to register by October 20, 2014. Voters could request vote-by-mail ballots from October 6, 2014, through October 28, 2014.[6]

Endorsements

Three candidates were endorsed by four different organizations. The Central Unified Teacher's Association endorsed Trustee Area 1 challenger Cesar Granda.[7] The Fresno County Democratic Party endorsed Trustee Area 2 challenger Ruben Coronado.[8] The Political Action Committee for Classified Employees of California School Employees and the UA Local 246 Plumbers and Pipefitters COPE Committee endorsed Trustee Area 7 challenger Rama Dawar.[9]

Campaign finance

Candidates had to file contribution reports within 24 hours of receiving an aggregate total of $1,000 or more from a single source. The first scheduled pre-election report filing deadline was October 6, 2014. If candidates raised or spent less than $1,000 during the 2013 and 2014 calendar years, they had to file Form 470 at that time. If candidates raised or spent more during that time, they had to file Form 460 by the pre-election report filing deadline.[10]

Candidates required to file Form 460 also had to file a second pre-election report on October 23, 2014, and they had to file termination reports by December 31, 2014. If a termination report was not filed, candidates had to file a semi-annual report by February 2, 2015.[10]

Trustee Area 1 incumbent Phil Rusconi was the only candidate who reported any contributions or expenditures to the Fresno County Registrar of Voters as of October 30, 2014.[11][12][13]

Trustee Area 2 candidates received a total of $16,145.00 in contributions and spent a total of $6,557.96 in expenditures, according to the most recent campaign disclosure reports published by the Fresno County Registrar of Voters as of October 30, 2014.[14][15] Challenger Julia Montoya Shields filed Form 470, indicating she did not intend to raise or spend more than $1,000 for her 2014 campaign. Because of this, Shields did not have to file any additional campaign finance reports.[16]
