Emily Rousseau is the Data Privacy Manager for a publicly-traded corporation. Emily believes all of us have a right to privacy and to have our personal information protected. Emily analyzes state and federal privacy laws and develops policies to protect clients’ personal data. She also values government openness. Previously, Emily was the Minneapolis Park and Recreation Board’s Data Practices Compliance Officer, responsible for ensuring its 2200 employees faithfully complied with the Minnesota Government Data Practices Act. Emily’s MBA is from Saint Mary’s University of Minnesota. Her husband Matt is a 13-year employee at Boston Scientific. Her oldest child graduated from Mounds View High School in 2021, and her youngest is in elementary school.
  • Cities need representatives with a blend of lifestyles and experiences, including representation from households with children and young adults.
  • A sustainable city needs committees. Arden Hills only has two active committees, the others were dissolved, and our Economic Development Committee has not been utilized since before the pandemic.
  • TCAAP/Rice Creek Commons is an incredible opportunity for economic development and homes for people in all stages of life. The development’s plans should be carefully based on data, including financial projections and the traffic and environmental study. It should also consider the safety and wellbeing of our new and current residents
Emily is a parent and will advocate for a city that encourages healthy childhoods. With parks, playgrounds, community programs and safe trails. She will prioritize our partnership with the school district and reestablish a partnership with NE Youth and Family Services.

Emily wants to keep taxes low while sustaining our quality of life. To do this, Arden Hills needs to invest in something that provides a rate of return. The former TCAAP, now known as Rice Creek Commons, is a unique opportunity. There are 427-acres ready to be developed into a town center, new businesses, more opportunities for recreation, and additional housing.

Communication and transparency are vital to a healthy government. Council and committee meetings should be modernized to allow the public to attend electronically as well as in person. Data used for decision-making should be made accessible to the public on the City’s website, and the City’s Data Practice Policies should be posted to allow all residents access to information about how to exercise their rights as data subjects and members of the public.
