Frank Biehl was a member of the Mount Pleasant Elementary School District Board of Trustees in California. Biehl assumed office in 2019. Biehl left office on December 11, 2020.

Three at-large seats on the East Side Union High School District Board of Trustees were up for general election on November 4, 2014. The race featured three incumbents, J. Manuel Herrera, Van T. Le and Frank Biehl, and two challengers, Anthony Phan and Patricia Martinez-Roach. All three incumbents won their bids for re-election, defeating Phan and Martinez-Roach.

Campaign themes

2014

Biehl highlighted the following issues on his campaign website:

Together, we have accomplished a lot during the last eight years. With your help, our focus on quality instruction has improved test scores at all high schools and within all ethnic groups. All freshman and sophomore students are now scheduled by default to take, “A-G,” college-qualifying curriculum. The dropout rate has been reduced from 17.4% in 2010/11 to 13.7% in 2012/13. We expect this trend to continue as we add additional counselors, improve our summer school programs and work cooperatively with our elementary school feeder districts in the three-year old East Side Alliance.

With shared sacrifice and out of the box thinking our district survived the worst recession since the great depression. We installed a 7.3-megawatt solar energy system, the largest at a school district in the country, to save $43 million over 25 years. Taking advantage of low interest rates, we refinanced construction bonds saving over $15 million. To assure fiscal transparency we created an Audit Committee and hired an Internal Auditor. Our community expressed their confidence in our renovation program by passing two construction bonds enabling us to bring our high school facilities to 21st century standards.

We still have much more to do. The “Achievement Gap” remains a challenge. We must strive to create a meaningful education system that assures that every student graduates, prepared for college and career, to thrive in a global society.

With your support, I pledge to continue to listen to parents, teachers, students and administrators and work together to find the best ways to provide a quality, 21st century, education.
