I received scholarships from USC and graduated in 1993 with a Master’s degree. I have lived in Irvine since 1997, a long time Irvine resident, and I have lived in District 2 for 9 years. I have spoken at many city council meetings to defend our community’s interests, and as a result, many people in the area already know me. Irvine gave me and my family great opportunities, and I want to give back to my community. This why I am running. I am a licensed architect, a LEED AP BD+C, and a real estate broker (DRE#01232392), and served on City of Irvine’s Green Ribbon Environmental Committee.
  • Irvine is a great city, but there is definitely room for improvement. The quality of life has declined in the past few years, mainly due to recent safety issues, traffic problems, and rising housing prices. I would be honored to have your vote. I am running to make our city better. My campaign platform is based on one vision with three focuses. My vision is for Irvine to become a true first-class city while maintaining its unique features. My focuses are safety, traffic, and managed growth.
  • Irvine belongs to all of us. Let us work together to make Irvine better. As your city councilmember in District 2, I will: Oppose the more than 5,200 new housing units proposed in our community Stop the expansion of the Frank R. Bowerman landfill/dump close to our homes Support the needed retail center in our community
  • Stop the increased crime in our district Support the smaller amphitheater, not the massive Live Nation Amphitheater Create a local library for our families, children, seniors and community Thank you for your support. I would be honored to have your vote. See GangChenUSA.com for updates.
The areas of public policy are you personally passionate about are: safety, traffic, and managed growth.
Here's the copy-edited version:

The city council office possesses several unique qualities that make it an essential part of the state government and legal system, including:

Local Representation
Legislative Authority
Budget Control and Resource Allocation
Oversight and Accountability
Community Planning and Development
Public Safety and Welfare
Collaboration with State and Federal Government
Fostering Civic Engagement
Legal Authority and Jurisdiction

The city council office serves as a vital component of governance that directly impacts the lives of its residents and plays an essential role in maintaining the democratic fabric and legal structure of the state government.
I look up to I. M. Pei. I first read about his story when I was in junior high school, and I was immediately fascinated by his work and achievements. His ability to blend modern architecture with cultural elements resonated deeply with me. Ever since then, I've aspired to become a great architect like him. His influence was one of the main reasons I decided to come to the United States—to work alongside the best architects and to develop my skills, just as I. M. Pei did.
"Great Planning Disasters" by Peter Hall is a detailed analysis of urban planning failures and the lessons that can be learned from them. It reflects a deep understanding of the complexities involved in city planning, the importance of careful decision-making, and the potential consequences of misguided policies. This book offers valuable insights into my approach to urban development, highlighting the need for thoughtful, sustainable planning and the importance of learning from past mistakes. It’s a great recommendation for anyone interested in my political philosophy.
The most important characteristics or principles for an elected official are vision, integrity, empathy, responsibility, leadership, accountability, pragmatism, communication skills, resilience, and perseverance.
I bring a combination of dedication, expertise, and a strong commitment to community service that I believe would make me a successful officeholder. My background as a licensed architect and LEED AP BD+C demonstrates my commitment to sustainable development and responsible urban planning. Having served on the City of Irvine’s Green Ribbon Environmental Committee, I've gained valuable experience working collaboratively on environmental initiatives and understanding the needs of our community.

Additionally, my work as a real estate broker has given me insight into local housing markets, enabling me to make informed decisions that benefit residents. My ability to listen, build consensus, and prioritize the well-being of the community, combined with a practical approach to solving problems, will allow me to effectively serve the people of Irvine.
The core responsibilities for someone elected to a city council position, such as in Irvine’s District 2, generally include:

Representing constituents
Legislating and policy-making
Budget oversight
Ensuring public safety
Planning and development
Promoting sustainability
Community engagement
Collaboration with other government entities
Responding to emergencies and crises

Ethical governance
I would like to leave a legacy of sustainable growth and community-centered development. My goal is to make Irvine a model city for responsible urban planning that balances economic development with environmental stewardship. A significant part of this vision is the development of a world-class library in the Great Park.

As a licensed architect with a strong commitment to green building and sustainability, I envision this library as more than just a repository of books. It would be a vibrant community hub—a space where residents can gather, learn, and grow together. The library would feature cutting-edge technology, including free broadband WiFi and high-speed internet, and would offer an extensive collection of eBooks, ensuring that everyone has access to the latest information and resources.

Incorporating LEED and green building principles into the library's design aligns with Irvine’s commitment to sustainability. The library would showcase energy-efficient systems, sustainable materials, and innovative design solutions, setting a new standard for environmentally friendly public buildings.

My architectural background and dedication to public service position me uniquely to contribute to Irvine’s ongoing evolution. By supporting this project, I aim to create a lasting legacy that benefits all of Irvine’s residents, today and in the future. The Great Park library will not only enrich our community but also reflect the thoughtful planning and innovation that define our city.

Through this initiative, I hope to continue Irvine’s tradition of excellence and foster a space that serves as a cornerstone of knowledge, creativity, and community spirit.
The first historical event I remember is 9/11. I was 35 years old at the time.
My first job was a one-year internship at a design institute.
My favorite book is Rich Dad Poor Dad by Robert Kiyosaki. This book profoundly impacted my approach to financial literacy and personal development. It contrasts the financial philosophies of the author's two "dads"—his biological father (the "Poor Dad") and the father of his best friend (the "Rich Dad"). Through their differing perspectives, Kiyosaki illustrates key principles of wealth-building, investing, and financial independence.

The book's emphasis on the importance of financial education, entrepreneurship, and making informed investment choices has been particularly influential for me. It has not only expanded my understanding of financial management but also inspired me to adopt a proactive and strategic approach to my personal and professional finances.
If I could be any fictional character, I would choose Simba from The Lion King. Simba's journey from a curious cub to a wise and courageous king is incredibly inspiring. His story of overcoming adversity, embracing responsibility, and discovering his true purpose resonates deeply with me. Simba's character embodies qualities like resilience, leadership, and a strong sense of duty, which are qualities I admire and strive to incorporate into my own life. Plus, the majestic setting of the Pride Lands and the iconic moments of Simba's story add an extra layer of appeal.
The last song that got stuck in my head was "Unchained Melody." Its hauntingly beautiful melody and poignant lyrics have a way of lingering long after the song has ended. The emotional depth of the song resonates with me, and its timeless quality often makes it a memorable tune that I find myself humming throughout the day.
One significant struggle I've faced is balancing the demands of my professional career with my personal life. As a licensed architect, real estate broker, and a candidate for city council, I've often found it challenging to manage time effectively across these roles while ensuring that I maintain strong relationships with family and friends.

This struggle has taught me the importance of prioritization, time management, and setting clear boundaries. It has also reinforced my commitment to finding innovative solutions and making thoughtful decisions, skills that I believe are crucial for effective leadership. Despite the challenges, these experiences have strengthened my resilience and provided me with valuable insights into managing complex responsibilities—lessons that I carry forward in both my professional and personal life.

One of my favorite jokes is: “Can February March? No, but April May.” It’s a playful play on words that always brings a smile to my face. The clever twist on the names of the months adds a touch of humor and keeps things lighthearted.

Financial transparency and government accountability are critical for effective governance and public trust. Transparent financial practices build trust between the government and the public, help prevent corruption, and encourage efficient resource use.

Government accountability ensures that officials are responsive to the needs and concerns of their constituents. It supports performance monitoring, enforces adherence to legal and ethical standards, deters misconduct, and ensures that public officials act in accordance with laws and regulations. Additionally, accountability fosters greater citizen engagement and participation in the democratic process.

Overall, financial transparency and government accountability are essential for maintaining a healthy democracy, ensuring responsible use of public resources, and building trust between the government and its citizens.

2016

Chen's 2016 campaign highlighted the following issues:

My campaign platform is one vision with three focuses. The vision I have for Irvine is to become a real first class city while still maintaining its unique features such as having many parks and green spaces, nice architecture, and a relaxing family ranch feeling as well as being the safest city in the nation. My focuses are traffic, managed growth, and education.

Career politicians turned the Great Park into the biggest scandal in Irvine history. (Go to my website: GangChenUSA.com, click on 'Blog &FAQ' on the top menu, and you will see the blogpost about the Great park with a link to the OC Grand Jury report on the Great Park) I am a licensed architect in California with decades of experience in design and construction. I’ll stop the career politicians and special interest groups and protect you, our taxpayers' interest in the Great Park.

My first name is Gang, so we use 'Join Our Gang for a Better Irvine' as our slogan. Now you'll never forget me.

Please vote for me on 11/8/16. I would be honored to have your vote. Irvine does not belong to just Republicans or Democrats, but belongs to all of us. Let us work together to make Irvine better.

See GangChenUSA.com for the latest updates.

As your mayor, I will:

  • Place Irvine and Irvine residents' interests first, as well as respect and promote cultural diversity. I have the courage to fight for you to ensure your interests are protected.

  • Re-evaluate and revamp the Irvine Master Plan to meet the needs of Irvine's current population and create smart and sustainable growth.
  • Use Irvine's strategic location at the Pacific Rim, and fully take advantage of the opportunities created by the current historical development trend and face any potential challenges with wisdom.
  • Make Irvine a more business friendly city by attracting high quality investment and human resources to Irvine, and create more high-paying jobs.
  • Support small businesses.
  • Ensure fiscal responsibility.
  • Ensure no new taxes (including back door taxes) are applied without voters' approval.
  • Continue to keep Irvine safe.
  • Support green buildings and sustainable development.
  • Preserve Irvine's environment.
  • Promote a healthier lifestyle.
  • Improve education by working with your school board representatives to start the process of class sizes reduction, increase the number of APAAS classes to meet Irvine residents' demands, and improve the libraries.
  • Support senior services.
  • Improve Irvine's overall competitive edge.[5][6]
