Ballot question

The ballot question was as follows:[1]

To support academic excellence; maintain safe facilities; fund Science, Technology, Engineering, and Math (STEM) programs; protect art/music programs; and provide stable funding the State cannot eliminate; shall the Hope Elementary School District levy an education parcel tax of $79 annually for five years, raising approximately $360,000 annually, provide a senior citizens' exemption, have an independent citizens' oversight committee, with no funds for administrators' salaries, and require all funds to be spent on local schools?[2]

Impartial analysis

The following impartial analysis of the measure was prepared by the office of the Santa Barbara County Counsel:

This measure was placed on the ballot by the Board of Trustees of the Hope Elementary School District (District), which is the governing board of the District.

If approved by 2/3 of the voters voting on the proposition, this measure authorizes the District to levy a parcel tax in the amount of $79 per parcel in the District. According to the measure, the parcel tax would be used for the following purposes:

  • Art and music programs;
  • Science, technology, engineering and math (STEM) programs;
  • Improve student-to-teacher/instructional aid ratios;
  • Maintain safe school facilities;
  • Programs for high performing and at-risk students; and
  • Protect the taxpayers' investment in quality education and ensure District accountability by providing for citizen oversight of revenues and expenditures.

The measure states that under no circumstances shall any of the proceeds of the education parcel tax be used for administrators' salaries, benefits, or pensions.

The measure provides that the parcel tax shall be levied commencing with the 2018-2019 fiscal year of the District, and shall be collected with, and in the same manner and subject to the same interest and penalties as, general ad valorem taxes collected by the County Treasure-Tax Collector. These taxes would be in addition to the property taxes currently levied on taxpayers in the District. The tax would be levied annually for a period of 5 years.

The measure provides for exemptions from the parcel taxes, following submittal of a qualifying application, for any owner of a parcel used solely for owner-occupied, single-family residential purpose and who are either: A. 65 years of age or older on or before June 30 of the fiscal year immediately preceding the year in which the tax would apply; or B. Persons receiving Supplemental Security Income for a disability, regardless of age; or C. Persons receiving Social Security Disability Insurance benefits, regardless of age, whose yearly income does not exceed 250 percent of the 2012 federal poverty guidelines issued by the United States Department of Health and Human Services.

The parcel tax measure includes the following accountability requirements: A. A statement indicating the specific purposes of the special tax. B. A requirement that the proceeds from the parcel tax be used only for the above purposes. C. The proceeds of the parcel tax shall be deposited into a separate account created by the District. D. An annual written report shall be made to the Governing Board of the District showing the amount of funds collected and the status of any projects or programs required or authorized to be funded from the proceeds of the parcel tax.

In addition to the accountability measures required by law, if the measure is approved, the District will also establish an oversight committee to provide oversight by reviewing parcel tax revenues in accordance with this measure.[2]
