Biography

James Armstrong earned a bachelor's degree from the University of Oregon in 2006 and a graduate degree from Marylhurst University in 2009. His career experience includes working as a forensic accountant and small business owner. He has been affiliated with St. Johns Boosters.[1]

I’ve proven myself as a leader in our community by growing three successful small businesses within my district, all of which continue to thrive and expand. In 2023, our pediatric clinic was honored with the Comcast RISE award for our work serving low-income children and communities of color. I also spearheaded a renegotiation with CareOregon to increase reimbursements for Medicaid eye services, reversing years of disinvestment in low-income children’s eye care in Multnomah County. I led Alberta Main Street and co-founded the St. Johns Safety & Livability Committee. As an advocate for local businesses, I understand the nuances of operating in our current environment. I also understand the importance of responsible city spending and, as a forensic accountant, I have the expertise to analyze complex financial issues and investigate the misuse of public funds. My experience positions me to tackle our city’s challenges and deliver real results for our residents.
  • I will focus on supporting common sense solutions to reduce the number of people experiencing homelessness in Portland.
  • I will ensure that the city supports our small business community. Small businesses are the backbone of our vibrant business districts, and a big part of what gives our Portland neighborhoods their unique character.
  • I will be a force for transparency and financial accountability of our city budget to make sure Portlanders have faith in their city’s ability to effectively spend tax dollars.
I strongly believe that government should work for the people, and that elected officials should be accountable for the use of taxpayer money. I support policies that are pragmatic and make an impact in peoples lives at the neighborhood level. This includes investment in our public transportation infrastructure, and common sense approaches to improving public safety in our business districts. I support projects like the Arbor Lodge shelter that will expand social services in an area of great need, and prove that we can operate these facilities safely while maintaining the livability of the neighborhood.
I look up to former President Barack Obama. He was a thoughtful and nuanced politician and a coalition builder. I admire what he was able to accomplish in the face of persistent opposition and adversity while remaining calm and true to his own set of principles. I style myself as a pragmatist and try to emulate the former presidents commitment to progressive values.
I am a dedicated community organizer, and my sense of optimism and belief that we can build a better Portland would make me a successful office holder. City councilors under this new format will have a tremendous opportunity to advocate on behalf of the needs of Portland residents, and I am someone who will be accountable and reliable to my constituents. My experience as a forensic accountant investigating fraud and financial mismanagement has equipped me to streamline and prioritize our city budget, root out waste, and spend our tax dollars efficiently.
My hope is that the move to city council districts in Portland will result in more direct representation for Portland residents. The issues facing North Portland and St. Johns residents may differ greatly from the concerns of Portlanders living in inner southeast. I think that having local elected representatives act as legislators will allow the council to focus on policy, and delegate administrative duties to area specific experts appointed as bureau chiefs is a positive development.

As a forensic accountant, I have the expertise to analyze complex financial issues and investigate the misuse of public funds. Our elected officials have to build a relationship of trust with voters, and I believe that financial transparency is a threshold requirement to building that trust. My experience positions me to tackle our city’s challenges and deliver real results for our residents.
