Heading into the election, Ballotpedia rated this race as safely Republican. Ted Budd (R) defeated Bruce Davis (D) in the general election on November 8, 2016. In the Democratic primary, Bruce Davis defeated Adam Coker, Bob Isner, Kevin Griffin, and Mazie Ferguson. Budd defeated 16 other Republican candidates to win the Republican nomination.

Incumbent George Holding (R) of District 13 sought re-election for the District 2 seat in 2016. He defeated fellow Republican incumbent Renee Ellmers and Greg Brannon in the primary.[3] Holding's change of plans came after redistricting in North Carolina in February 2016 substantially changed the constituency of both districts. Holding's decision to run in District 2 essentially made District 13 an open seat, and as a result, 22 candidates filed to run for the seat. [4][5][6][1][7][3]

Campaign themes

2016

The following issues were listed on Walser's campaign website. For a full list of campaign themes, click here.

  • Jobs: We must streamline unnecessary regulations for small- and middle-sized business. While I believe strongly in a clean environment and a safe workplace, many studies show that costs of compliance with state and federal regulations for manufacturing industries exceed $20,000 per employee. There is no way that America can compete over the long haul in manufacturing (which we must!!) with those kinds of costs.
  • Tax Policy: We need to streamline tax policy, and make it fairer. The recent stories of Pfizer and Burger King seeking to “Invert” their ownership so as to no longer be American companies (following the path of many other corporations before them, by the way) is a wake-up call for all of us.
  • Health Care: The Affordable Care Act is not working. Not enough people have signed up, and there has not been cost containment. We must work together to improve how it functions so as to contain costs. We should bring experts together to focus on making it work by expanding the number of people covered, easing the burden for employers, and eliminating and containing administrative costs.
  • The National Debt: Nearing $20 trillion, we must find a way to achieve a balanced budget as soon as possible. Period.
  • Zika Virus: This is a real and burgeoning threat. We must attack it aggressively through research and investment in potential vaccines as well as controlling mosquito populations. We will regret it if we do not get to work on this threat as soon as possible with all hands on deck.
