Background
Those who supported the recall effort said that Miller should be removed from office because he fired Police Chief Jim Spain.[3]
The vote to fire Police Chief Spain on the Salmon City Council came in a packed meeting on June 9 attended by many members of the community.
It was thought by some that a long-standing personality clash between Miller and Spain had to do with differing views held by the two on the enforcement of laws against drunk driving. The mayor told a newspaper reporter in early 2010 that he thought the city was coming down too hard on drunk drivers.[3]
