A vote about whether to recall John Stover from his elected position as mayor of Elgin, Oregon took place on February 28th, 2012.[1] Elgin was retained in his seat.[2] The recall effort was launched in December 2011.[3]
Reasons for recall
The Elgin Political Action Committee organized the recall effort. Recall organizers took issue with the performance of Elgin's Police Department. On August 1st, 2011, an Elgin police officer shot and killed an Elgin resident during a domestic violence disturbance call. A grand jury subsequently ruled that the shooting had been justified.[3]
In the recall petition, Stover was charged with "demonstrating a significant lack of required skills, knowledge and ability to serve effectively.”[4]
Path to the ballot
The petition was approved for circulation on December 8th. Recall organizers must collect 95 signatures by March 7th, 2012, in order to force a recall election.[3]
In early January 2012, recall organizers announced that they had collected 95 signatures, but that they were planning on collecting a total of 150 signatures to account for the possibility of signatures being disqualified.[4]
On January 12, 2012, recall organizers submitted 133 signatures for verification.[5]
In late January, the city clerk verified 100 signatures, which was enough to force a recall election.[1]
The recall election took place on February 28th, 2012. Elgin was retained in office.[2]
