Three of the five seats on the Nampa School District board of trustees were up for by-district general election on May 16, 2017. Zone 3 incumbent Bob Otten and Zone 4 incumbent Brian McGourty did not file to run for re-election, which left two seats open for newcomers. Allison Westfall was the only candidate to file to run for the Zone 3 seat. She won the election unopposed. Three candidates—Wendall Cass, Clinton Child, and Kim Rost—ran for the Zone 4 seat, and Rost won. Idaho Statesman survey

Rost participated in the following survey conducted by the Idaho Statesman. The questions provided by the Idaho Statesman appear bolded, and Rost's responses follow below.

What is the modern role of a school board? What should voters know about it that they perhaps don't?

The modern role of a school board encompasses more than educating children in reading and writing but is tasked with developing our youth to their highest standards of personal achievement so they may in turn become positive contributing members of society. In addition, school boards across the nation are shifting to a Balance Governance system. I am excited that the Nampa School Board is also embracing this policy starting in 2017. The voters need to be aware that a Balanced Governance System places more responsibility on the school board than there has been in the past under the previous Governance Policy where the superintendent shouldered the majority of the decision making while working within parameters provided by the school board. Therefore, it is of even more importance that school board members have experience in finances, human resources, building infrastructure and community relations, as there will be more active coordination with the superintendent on all matters.[5]
—Kim Rost (2017)[6]

Why should voters consider you for this office?

My diverse business background and personal tenacity make me a prime candidate for this office. Upon graduating from the University of Southern California I worked as a Structural Engineer specializing in the construction of schools and universities. I currently serve on the Board of our family owned and operated company ZoRoCo Packaging, Inc. And most importantly I am a very involved mother to three children who all attend the Nampa School District. I am proud to volunteer in the classroom weekly, to tutor and mentor students when the need arises, and to have built so many relationships with teachers and administrators. I believe my passion for education, my business experience and building infrastructure expertise will be essential skills that will compliment the Nampa School Board. In addition, I have consistently attended school board meetings over the past ten years and school board training most recently the Balanced Government Training allowing me to hit the ground running.[5]
—Kim Rost (2017)[6]

What are your priorities if elected?

I would like to help the Nampa School Board develop a more detailed Comprehensive Strategic Future Plan. As a professional engineer my task has always been to solve potential issues and prevent situations from ever becoming a future problem. I would like to utilize my analytical problem solving skills as a Trustee and spread a preventative mode of thinking. My priorities include higher retention in staff, safety in our schools, greater percentages of students that not only graduate but continue their education post high school, and for the Nampa School District to maintain financial stability without overburdening our taxpayers or cutting programs. I feel strongly that with a proactive versus reactive attitude this plus more can be accomplished and would like to provide the district with a completed strategic plan offering a clear road map for the work to be done that is sustainable for years to come.[5]
—Kim Rost (2017)[6]

You will be working with a new superintendent. What would be your expectations for that person?

The Nampa School District finds itself in the middle of a movement toward one to one devices for all students, along with many changes to curriculum and programs that were deliberately thought out through committees of stakeholders. Therefore, my expectation for the superintendent would be to continue to support these programs that our community has invested in and voted on via levy’s and not to make drastic changes right away that would upend any positive work that has begun. I would like to see the new superintendent create a culture of stability while driving accountability in a positive manner. My expectation would be for the superintendent to lead the district by example, be a positive role model for staff, be present in the schools, be involved in the community, be a strategic long term thinker and overall focus on student achievement.[5]

Top three issues you wish to address as a board trustee:

I would like to see higher retention in staff, safety in our schools, and a greater percentage of students not only graduate but continue their education post high school. I feel strongly that with a proactive versus reactive attitude this plus more can be accomplished. In an effort to accomplish these goals I would like the board to be more accessible to the community and schools so that they may gain firsthand knowledge of the varying needs within the district and community.[5]
—Kim Rost (2017)[7]

What you plan to do as a board trustee:

I plan on thoroughly researching issues prior to making decisions with my fellow board members and newly hired district Superintendent to ensure we collectively bring about the best within the district. I will utilize my background in construction and engineering to ensure we get the best school facilities and my background in business management to ensure we create effective policy and utilize healthy business practices. I will keep the finances in mind so as not to overburden our taxpayers and community, while always being mindful that each decision shall be made with the benefit of our students and their ability to becoming their absolute best in whatever unique form that is to them.[5]
—Kim Rost (2017)[7]

Why should voters vote for you:

My diverse business background and personal tenacity make me the prime candidate for this office. I graduated from the University of Southern California with a Bachelor’s degree in Civil Engineering. My work experience as a Structural Engineer includes specializing in the construction of schools and universities. In addition I serve on the Board of our family owned and operated company ZoRoCo Packaging, Inc. Although the most important reason is that as a mother of three children in the Nampa School District; a junior in high school, an 8th grader in middle school and a 1st grader in elementary school, I am an invested and extremely active parent. Whether it be through service in the PTA, substitute teaching in the classroom, or tutoring students in my home I am very passionate about education and the wellbeing of our children. With your vote I will extend that experience and passion to benefit all of our children in the Nampa School District. Their success is of the highest value and will ultimately benefit all of us in the years to come. I hope to earn your vote and confidence and will in turn do my part to make myself available to listen to your concerns so that I may be able to formulate beneficial solutions and serve the needs of many.[5]
