The Maine Allow for Early Voting Amendment was not on the ballot in Maine as a legislatively referred constitutional amendment on November 2, 2021.
The ballot measure would have allowed the Maine State Legislature to pass a bill that allows municipalities to conduct an early voting period.[1]

In Maine, a two-thirds vote is required in one legislative session of the Maine State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 101 votes in the Maine House of Representatives and 24 votes in the Maine Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
Rep. Stephen Moriarty (D-45) introduced the constitutional amendment as Legislative Document 580 (LD 580) during the 2021 legislative session. On July 19, 2021, the constitutional amendment failed to receive a two-thirds vote in either chamber of the state Legislature.[1]
