Additional themes

Bayne's campaign website listed the following themes for 2016:

Public Safety
Every great city is safe. We must be able to hire and retain police officers. As Vice-Chair of Stockton's Measure A, I am fighting to make sure your tax dollars go to putting more cops on the street.

Control Spending
Independent audit controls are essential to keep us on track to recover. We can never be a bankrupt city again. A strong independent auditor ensures we don't make the mistakes of the past.

Literacy
Crime and poverty are integrally linked. Our city needs to support libraries that tackle literacy in both children and adults. Policies for increased after school programs and sustainable funding for Fair Oaks and longer hours for other libraries is critical. [3]
