An effort in Heyburn, Idaho, to recall Mayor Mark Rosa was initiated in July 2020.[1] Recall organizers gathered enough signatures to put the recall on the ballot. The recall election was held on November 3, 2020.[2] Rosa was removed from his position as a result of the recall vote.[3]

Recall supporters

The recall effort was initiated over accusations that Rosa created a hostile work environment. Petition language also accused Rosa of attempting to use city funds to pay for personal attorney fees. The petitions cited Rosa's efforts to stop a funded sewer improvement project as a third reason for recalling him.[1]

Recall opponents

In response to the accusations that he was hostile towards city council members and employees, Rosa said, "I am the type of person who can speak in an open room without a microphone. My intent is to just be heard. I’m not yelling or screaming at anyone."[1] Times-News reported that Rosa campaigned on the scope of the sewer improvement project. However, Rosa said, "To my knowledge I’ve not tried to stop anything on the sewer project."[1]

A recall election for a city official requires valid signatures equal to at least 20 percent of the number of electors registered to vote at the last general city election held in the city for the election of officers. Circulation of the recall petition must be completed within 75 days after the form of the recall petition is approved for circulation.

Recall organizers were required to submit 230 valid signatures.[2]
