The New York Governmental Operation in Periods of Emergency, Amendment 3, also known as Proposed Amendment No. 3, was on the ballot in New York on November 5, 1963, as a legislatively referred constitutional amendment. It was approved. This measure empowered the "legislature to provide for continuity of state and local governmental operations in periods of emergency caused by enemy attack or disaster."[1]
