Ballot question

The ballot question was as follows:[1]

Shall casino gaming be permitted at a casino gaming establishment in the City of Norfolk as may be approved by the Virginia Lottery Board?[2]

The Virginia General Assembly passed a bill to legalize and regulate casino gaming in Virginia. The bill contained a provision adding a referendum to local ballots in Portsmouth, Norfolk, Danville, and Bristol for November 3, 2020. The bill also allowed Richmond to hold a referendum on casino gaming. On April 22, 2020, Gov. Ralph Northam (D) signed the bill into law.[3]
