The Oklahoma Regulations Governing the Sale of Wine and Beer Initiative, also known as State Question 791, was not on the November 6, 2018, ballot in Oklahoma as an initiated constitutional amendment.
The measure would have required the state legislature to enact laws to regulate alcoholic beverages. Common ownership between tiers of the alcoholic beverage business would have been prohibited. Some restrictions would have been applied to manufacturers, brewers, winemakers and wholesalers.[1]

The Retail Liquor Association of Oklahoma was the main sponsor of the initiative.[2]
Path to the ballot
The measure was filed with the secretary of state's office on March 2, 2016. According to Oklahoma law, after a petition is approved, supporters have 90 days to collect the required number of valid signatures.
Supporters of State Question 791 had until October 31, 2016, to submit signatures.[1] On October 30, 2016, the Retail Liquor Association of Oklahoma abandoned its effort to get State Question 791 certified for a ballot.[3]
