Executive Order 14050: White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity for Black Americans was a presidential executive order issued by President Joe Biden (D) in October 2021 that established the White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity for Black Americans and the Presidential Advisory Commission on Advancing Educational Equity, Excellence, and Economic Opportunity for Black Americans. The order aimed "to advance educational equity, excellence, and economic opportunity for Black Americans and communities from early childhood until their chosen career," according to the text.[1]
Background
President Joe Biden (D) issued Executive Order 14050, titled "White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity for Black Americans," on October 19, 2021. The order established the White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity for Black Americans and the Presidential Advisory Commission on Advancing Educational Equity, Excellence, and Economic Opportunity for Black Americans. The initiative and advisory commission aimed to "advance educational equity and economic opportunity for Black students, families, and communities," according to the text.[1]
E.O. 14050 was part of a series of executive orders aimed at supporting educational opportunities for Black Americans. President Barack Obama (D) on July 26, 2012, first created the White House Initiative on Educational Excellence for African Americans and the President's Advisory Commission on Educational Excellence for African Americans through Executive Order 13621. President Donald Trump (R) continued the initiatives established in E.O. 13621 through Executive Order 13811, issued on September 29, 2017. President Joe Biden later issued E.O. 14050, which revoked President Trump's E.O. 13811 and reestablished the initiative and advisory commission as the White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity for Black Americans and the Presidential Advisory Commission on Advancing Educational Equity, Excellence, and Economic Opportunity for Black Americans.[1][2]
Provisions
Policy
Section 1 of E.O. 14050 stated that Black Americans "face systemic obstacles to getting good jobs, gaps in wages and promotion, and higher incidences of reported workplace discrimination than White workers" and that the object of E.O. 14050 was to "advance educational equity, excellence, and economic opportunity for Black Americans and communities from early childhood until their chosen career."[1]
White House initiative
Section 2 of E.O. 14050 established the White House Initiative on Advancing Educational Equity, Excellence, and Economic Opportunity for Black Americans and tasked the initiative with the following four goals:
- "To advance equity in our Nation's schools and to promote the economic opportunity that follows it"
- "[A]dvance educational equity and economic opportunity for Black students, families, and communities"
- "[A]dvise the Secretary on issues of importance to Black Americans and policies relating to educational equity, excellence, and economic opportunity for Black Americans."
- "[E]stablished a Federal Interagency Working Group, which shall be convened by the Executive Director and shall support the efforts of the Initiative."[1]
President's advisory commission
Section 3 of E.O. 14050 established the President's Advisory Commission on Advancing Educational Equity, Excellence, and Economic Opportunity for Black Americans within the Department of Education and directed the commission to advise and report to the president "on matters pertaining to educational equity and economic opportunity for the Black community."[1]
