Musser told the Inland Valley Daily Bulletin that he had not decided on a 2016 re-election bid and argued that Tanner was trying to discourage him from seeking another term.[1]

Tanner filed a notice of intent to circulate petitions to the Upland City Clerk in October 2015. Musser filed a response to Tanner's filing, which was included with petitions circulated to the public. Tanner had until October 23, 2015, to publicize his notice of intent. Recall supporters had four months following publication to collect 7,483 valid signatures from city residents.[1] The Inland Valley Daily Bulletin noted that recall organizers gathered approximately 4,400 signatures by the filing deadline in February 2016.[2]
