To continue to provide operating funds to the Wayne County Community College District and as a replacement of existing authority which would otherwise expire in 2020 and 2022, shall the limitation on the amount of taxes which may be imposed on taxable property in the Wayne County Community College District be permanently increased by 2.25 mills ($2.25 per $1,000 of taxable value), beginning in 2019?
