The West Virginia Highway Construction Amendment, Amendment 1, also known as Amendment No. 1, was on the ballot in West Virginia on November 3, 1981, as a legislatively referred constitutional amendment. It was defeated. The amendment proposed issuing a $750 million highway construction bond.[1][2]
