Campaign website

Engel’s campaign website stated the following:

ON THE ISSUES

Combat drought and rising utility bills with smart water policies and green energy jobs.
I’m prepared to tackle the water and climate crisis that threatens Southern Arizona’s future. I’ve devoted my professional career to these issues and am proud of my record working across the aisle on the Colorado Drought Contingency Plan when I served in the Arizona legislature. I will fight for our fair share of the Colorado River while encouraging better management of our water across the West. I will fight for Arizona to continue becoming a clean energy leader – providing good-paying jobs and lower utility bills for Arizonans, and tangible progress in reducing the climate crisis.

Ciscomani on Water and Climate Change:
  • Voted to repeal clean energy tax credits that are creating good manufacturing jobs here in Arizona (H.R.2811 - Limit, Save, Grow Act of 2023)

Reduce prescription drug costs and expand access to affordable health care, including mental health services
Health care is a right, not a privilege. Too many people still don’t have access to affordable quality health care, from clinics to specialists, a problem that is particularly acute in our rural communities. Prescription drug prices continue to rise and demand for mental health services far outstrips supply, especially for so many young people. We must continue to expand health care access, expand Medicare’s ability to negotiate for lower drug prices, and provide insurance parity for mental health services.

Ciscomani on Health Care:
  • Joined an extreme Washington group working to repeal Medicare’s ability to negotiate for lower drug prices and end the $35 insulin cap for seniors on Medicare
  • Has received more than $35,000 from the pharmaceutical industry and more than $150,000 from the insurance industry

Fight for our fundamental freedom to make our own reproductive health care decisions
The attacks on abortion access and reproductive health care here in Arizona and across our country are attacks on our fundamental freedom as Americans to make our own health care decisions. The impacts are devastating to women, to families, and to health care professionals. As a mom, I am deeply saddened that my daughter is growing up with less rights than I had. As a state legislator, I fought to protect reproductive rights. In Congress, I will hold Republican anti-choice extremists like my opponent accountable, and fight for the right to choose when, where, and how to grow a family.

Ciscomani on Abortion:
  • Supported AZ State Law that specifically failed to overturn 1864 total ban that does not include exceptions for rape or incest
  • Repeated votes for nationwide restrictions on abortion care

Strengthen Social Security and Medicare and protect Veteran's Benefits
I’m running to protect Social Security and Medicare and follow through with our commitment to provide quality health care to our veterans who have given so much to make us and our nation safe. Earned benefits like Social Security and Medicare should not only be protected, but strengthened for future generations. As your representative in Congress, I will fight them every step of the way to guarantee the future of these programs.

Ciscomani on Social Security, Medicare, and Veterans Benefits:
  • Voted for an extreme plan that could cut veterans healthcare, leading to 30 million fewer doctors appointments and 81,000 fewer VA medical staff
  • Joined an extreme Washington group working to raise the retirement age for Social Security and Medicare and cut the benefits seniors have earned

Secure our Southern border and reform our broken immigration system.
A secure border is fundamental to the security of any nation and must be a priority for our federal enforcement agencies. Manpower, technology and security at our ports of entry constitute the most effective deterrent to the drug smuggling and human trafficking that terrorize our border communities. Washington has failed Arizona. I will fight to ensure we have a secure, fair, orderly and humane process at the border.

Ciscomani on Border and Immigration Reform:
  • Opposed the bipartisan border security deal, backed by the Border Patrol, that would’ve sent $1.4 billion in aid to cities and towns affected by the surge in asylum seekers, added 1,500 Customs and Border Protection staff, 4,300 Asylum Officers, and 100 advanced machines to detect fentanyl at Southwest Border entry points.

Support common sense gun safety laws to protect our kids
No parent should ever experience the terror and powerlessness that comes with knowing your child is potentially in an active shooter situation. I've been through it — and I wouldn't wish it on anyone. With universal background checks, red flag laws, a ban on assault weapons, and an end to the gun show loophole, we can fight back against the epidemic of gun violence rocking our country.

Ciscomani on Gun Safety:
  • Voted to defund gun violence research and gun violence prevention programs.[8]

2022

Kirsten Engel did not complete Ballotpedia's 2022 Candidate Connection survey.

Campaign website

Engel's campaign website stated the following:

Building an economy that works for everyone

Investing in infrastructure development – both physical and social – will help Arizona realize its full potential. Environmentally sustainable physical infrastructure -- the bricks, mortar, and digital – will help us expand our economy and safeguard our natural resources. This includes rural broadband and improvements in commerce and transportation – from roads, to our ports of entry along the border. To power a sustainable 21st century economy and enable more people to be part of rebuilding our economy, we also need upgraded social infrastructure -- such as job training, childcare supports, and college and career-readiness programs.

Expanding access to affordable, quality healthcare

Healthcare is a right, not a privilege. Unfortunately, too many people still don’t have access to affordable quality healthcare. We need long-discussed solutions to reduce the price of prescription drugs, like allowing Medicare to negotiate drug prices, and cap the amount everyday Americans must pay for a plan on the health insurance marketplace. No one should have to choose between paying for healthcare or paying their rent and putting food on the table.

Fighting for reproductive choice

Reproductive healthcare and a person’s right to choose should not be up for debate. The attacks on abortion access and reproductive healthcare in Arizona and across our country are appalling. As a state legislator, I have always fought to protect reproductive rights, and I will continue to do so in Congress.

Strengthening Social Security and Medicare

Earned benefits like Social Security and Medicare are crucial to the American way of life. Not only do they need to be protected, they should be strengthened for future generations. Special interest groups and wealthy corporations continue to try and chip away at these bedrock programs. As your representative in Congress, I will fight them every step of the way to guarantee the future of these programs.[8]

2020

Kirsten Engel did not complete Ballotpedia's 2020 Candidate Connection survey.

2016

Engel's campaign website highlighted the following issues:

K – 12 Education

  • When elected I will fight to institute permanent sources of funding so our schools do not need to go hat-in-hand to the legislature every year. Public schools statewide are struggling to fill teacher vacancies. Thousands of children are learning from long-term substitute teachers, rather than a permanent certified teacher. If we expect to recruit and sustain great teachers, we must find ways to treat them with the respect they deserve as professionals.

Universities & Community Colleges

  • Last year, Republican lawmakers cut community college support to zero and $99 million from universities, this year’s budget gives little back. Our state now spends more per year on prisons than we do on our universities. When elected I will fight for not just renewing funding for our universities and community colleges, but expanding education spending to invest in Arizona’s future. When we spend money on education instead of prison beds the whole community prospers.

Child Protective Services

  • The Department of Child Safety needs more case workers to adequately investigate the backlog of cases and the thousands of new reports that come into the agency every month. We have a chronic shortage of foster homes and the state has failed to provide needed services for at risk parents. Rather than finding solutions to the problems, Governor Ducey and Republicans leaders have just redefined success. I will support all efforts to improve accountability and effectiveness in the new agency. It is unconscionable that Arizona would continue to ignore those problems facing the most vulnerable in our communities.

A New Economy for A New Arizona

  • Our abundant sunshine and innovative attitudes make us the smart choice for a solar and green energy revolution. Imagine an Arizona strong in solar panel manufacturing for the world and a thriving transportation community for the shipment of goods. Imagine an Arizona where companies like General Electric and Tesla want to locate and grow. Imagine an Arizona that is a hub of innovation with a thriving arts community where people want to live, invest, retire and recreate.
  • Sadly, polices being pursued by extremist republicans in the legislature are only damaging Arizona’s economic prospects. For companies looking to relocate, a top, if not the top, issue is an educated workforce. Yet the legislature insists upon cutting education funding year after year. Companies look for the freedom to innovate and expand, but when Tesla was considering Arizona as a new home, the legislature passed laws directly attacking Tesla’s business model. Innovation is the key to a thriving economy for all Arizonans.

Solar Energy Solutions

  • When elected I will take action to counter anti-solar efforts by the Arizona Corporation Commission which appears bent on reducing solar incentives for homes and businesses. The Arizona legislature can do a lot, starting with updating its residential and commercial building energy codes consistent with federal standards. According to the U.S. Department of Energy, such updating would save Arizonans over $250 million a year by 2030. Solar saves residents and business owner’s money and fosters entrepreneurship and innovation.[8]

A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.

Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
