Alberto Torres Jr. was a member of the Webb County Appraisal District in Texas. He assumed office on January 11, 2024. He left office on December 31, 2024.

Torres ran for re-election to the Laredo City Council to represent District 4 in Texas. He won in the general election on November 3, 2020.

Although city council elections in Laredo are officially nonpartisan, Torres is known to be affiliated with the Democratic Party.[1]

Torres received an associate degree from Laredo Community College, and, at the time of his 2016 campaign, was studying political science and government at Texas A&M International University.[2]

As of his run for city council in 2016, Torres was a public information officer for Webb County. His professional experience also included working as a juvenile gang unit director for the Webb County sheriff.[2]

Torres was appointed chair of the Webb County Democratic Party in 2015. At the time of his appointment, he was the youngest chair in the county party's history. He also served as a Webb County election commissioner and on the boards of Angel of Hope, the Boys & Girls Clubs of Laredo, and the Webb County Head Start Policy Council.[1][3]

The city of Laredo, Texas, held elections for city council on November 8, 2016. The filing deadline for candidates wishing to run in this election was August 22, 2016. Four of the seven city council seats were up for election. The District 4 race advanced to a runoff election on December 17, 2016. Alberto Torres Jr. defeated Allen Tijerina in the Laredo City Council District 4 runoff election.[4]

  • MAKE OUR STREETS SAFER & INVEST IN OUR FIRST RESPONDERS
We must ensure that our communities are safe and well protected. Not only must we increase our Police and Fire/EMS forces, but also assure they are well equipped to respond to an emergency.We must focus on providing our first responders with the best equipment available; increasing police units, ambulances, and firetrucks. It will be my objective to adequately address all areas of concern; prioritizing on the needs of these city departments to ensure the well-being and safety of our community.
  • CREATE JOBS AND SUPPORT ECONOMIC DEVELOPMENT
We must ensure that Laredo is affordable for working families, and that our city continues to prosper.I have always been determined to continue the profitable development our community, as it is critical for ensuring the long-term sustainability of our local economy. My goal is to expand economic development, and to improve the quality of life for our city; by retaining and creating new jobs and supporting the recruitment of new businesses.
  • FOCUS ON OUR YOUTH & SENIORS
We must improve the accessibility of our city's community and social services. Our youth are our leaders of tomorrow, and we must provide innovative programs for them. We must also work to better the quality of our recreational programs and centers and making them more convenient for the public to use.For seniors, we must work together with other agencies to make affordable housing and social programs available. Additionally, I plan to work collectively with the County to finalize projects that better our community such as Community Centers that have not yet been completed.
  • CREATE GREAT PUBLIC PLACES
We must invest in our communities through revitalization and beautification. I will work diligently to improve our parks, sidewalks, and streets. Furthermore, District 4 is in dire need of a new Fire Station (Station 5-Bartlett), pet friendly parks, recreation centers and splash parks.Implementing a district-wide Neighborhood Empowerment Zone is also crucial to beautifying our communities and improving our quality of life.
  • PUT CITY HALL TO WORK FOR US
Integrity, accountability, communication, and fairness are key to operating a successful municipality. I will guarantee that City Hall, complies with an 'Open Door Policy', for all. Additionally, impartiality and equality are crucial when it comes to conducting city business.
As your councilmember, I will be financially responsible and commit to ensure that our tax dollars are well invested.[5][6]
