Larry Palm was a member of the Dane County Board of Supervisors in Wisconsin, representing District 12. Palm assumed office on December 17, 2020. Palm left office on April 16, 2024.

Palm ran for re-election to the Dane County Board of Supervisors to represent District 12 in Wisconsin. Palm won in the general election on April 5, 2022.

Palm was the District 12 representative on the Madison Common Council in Wisconsin from 2012 to 2019. Palm represented District 15 on the city council from 2005 to 2012.[1]

Although common council meetings in Madison are officially nonpartisan, Palm has been known to be affiliated with the Democratic Party.[2]

Palm studied at the University of Wisconsin-Madison.[2]

When he served on the city council, Palm's professional experience included working as school secretary for innovative and alternative education for the Madison Metropolitan School District. He served as cofounder and cochair of the Gay, Lesbian and Straight Education Network South Central Wisconsin, vice president of the Supportive Educational Employees Bargaining Unit, cochair of the Eken Park Neighborhood Association, treasurer and board member for the Friends of Starkweather Creek, president of the board of the AIDS Network, and chair of the Capital Area Regional Planning Commission.[3]

The city of Madison, Wisconsin, held an election for common council on April 4, 2017. The filing deadline for candidates who wished to run in this election was January 3, 2017.

All 20 common council seats were up for election in 2017. Incumbents ran for re-election in 19 of the 20 districts. They were unopposed in 15 of those races. Incumbent Larry Palm ran unopposed in the general election for the District 12 seat on the Madison Common Council.[4]

Education and Libraries
I believe that the greatest gift we can give is knowledge. Our education assets are strong – our libraries, cultural arts, schools, and colleges are some of the best in the nation. As a member of the Madison Public Library Board for the past 17 years, I have seen the tremendous efforts by our staff and volunteers to maintain and improve the educational quality offered, only to be struck down with lack of resources. We must choose to protect these vital community resources.

  • Worked to keep library budgets strong and sustainable.
  • Increased service hours at Hawthorne and Pinney Branch Libraries.
  • Successfully sought to re-imagine the Central Library as a vibrant community center.

Stronger Neighborhoods
I have been a member of various neighborhood associations in the city, including Vice President of Capitol Neighborhoods and Co-Chair of Eken Park. I believe that a strong neighborhood association provides a positive benefit to our community and empowers residents to create a more dynamic place to live, work and learn. I believe the city should provide more assistance and resources to neighborhood associations to do their vital work.

  • Taking a strong leadership role on the Royster-Clark redevelopment process.
  • Pushed to ban alcohol in the Eastmorland neighborhood Park and improve the park's bike path behind Woodman's.
  • Creating Child Safety Zones to protect children from sexual predators.
  • Worked to add police officers and Detectives to solve crimes, enforce speed limits and keep our neighborhoods safe.
  • Supported an additional ambulance to improve our EMS Service.
  • Worked on efforts to create two new neighborhood dog parks - one at McCormick Greenway and Demetral Park.

Environment
I believe that protecting our environment is essential. Madison should continue to focus on improving the quality of Starkweather Creek – which runs through our neighborhoods – and the lakes that it feeds. We must ensure that our watershed is protected, parking lots and other hard surfaces that create runoff are limited, and policies to encourage a greener environment are adopted.

  • Sponsored ordinance to limit the use of residential wood boilers that pollute our environment.
  • Updated the thirty-year old Road Salt Use plan to reflect our current environmental and safety needs.
  • Lead efforts to create a community garden in the Eastmorland neighborhood, and worked with residents to develop a Master Park Plan for Eastmorland Park and it's adjacent storm-water drainage.
  • Sponsored the purchase of 64 acres of land on Milwaukee Street (near Starkweather Creek) to be preserved as parks conservancy.
  • Implemented Starkweather Creek shoreline improvements in the Eken Park and Worthington Park neighborhoods.
  • Pushed to remodel the existing Downtown Library Building to save money, reuse and divert materials from the landfill.[9]
