Waller graduated from Texas A&M University in 1979 and worked as a teacher and administrator in Bryan ISD for 28 years. She retired in 2011 from her position as assistant principal of Bryan High School. She is currently a member of the Bryan ISD Long Range Strategic Planning Committee, The Woman's Club and the Scholarship Selection Committee for the Brazos County Go Texan Committee.[1]

Two seats on the Bryan Independent School District Board of Trustees were up for general election on November 3, 2015. The seats of Single Member District 4 incumbent Kelli Levey and At-Large Place 7 incumbent Tommy Bosquez were up for election.[2] Bosquez filed for re-election and faced challenger Mark McCall, who won the seat. Levey did not file for re-election and two challengers sought the open seat: Jimmie Arnold and Ruthie Waller.[3] Waller was successful in securing the District 4 seat.
