Three seats on the Anaheim City School District Board of Education were up for general election on November 4, 2014.[1][2] Only one at-large incumbent, Jeff Cole, ran for re-election. He ran against challengers Esther Castillo, Cecelia Lopez, David Robert "D.R." Heywood, Ryan A. Ruelas and Carlos Llanos.[3]
Incumbent Cole won re-election, while newcomers Ruelas and Heywood won their first terms on the board.

Anaheim City School District is located in Orange County, California. The county seat of Orange County is Santa Ana. Orange County was home to 3,114,363 residents in 2013, according to the United States Census Bureau.[4] During the 2011-2012 school year, Anaheim City School District was the 81st-largest school district by enrollment in California and served 19,312 students.[5]
Demographics
Orange County outperformed the rest of California in terms of higher education achievement in 2012. The United States Census Bureau found that 36.6 percent of Orange County residents aged 25 years and older had attained a bachelor's degree compared to 30.5 percent for California as a whole. The median household income for Orange County was $75,566 compared to $61,400 for the entire state. The percentage of people below poverty level for Orange County was 11.7 percent compared to 15.3 percent statewide.[4]

Voter and candidate information
The Anaheim City School District Board of Education consists of five members elected at-large to four-year terms. There was no primary election, and the general election was held November 4, 2014. Three seats were up for election in 2014, and two seats will be up for election in 2016.[1][7]
To get on the ballot, school board candidates must file a Candidate Information Statement and a Declaration of Candidacy with the Orange County Registrar of Voters during the nomination period, which began July 14, 2014, and ended August 8, 2014. If candidates would like to have a ballot designation detailing their profession or incumbency status, they must also file a Ballot Designation Worksheet.[7][8]
Voters had to register to vote by October 20, 2014, in order to vote in the general election. To vote by mail, voters had to file applications with the Orange County Registrar of Voters by October 28, 2014.[8]

Endorsements
The Democratic Party of Orange County endorsed incumbent Jeff Cole and candidates David Robert "D.R." Heywood and Ryan A. Ruelas.[9] The Anaheim Elementary Education Association also endorsed Cole, Heywood and Ruelas, and the Community Action Fund of Planned Parenthood Orange and San Bernardino Counties endorsed Cole and Heywood.[10][11][12] Ruelas was also endorsed by the Orange County Labor Federation, along with Heywood and candidate Cecelia Lopez.[13] Lopez and Cole were further endorsed by the California School Employees Association.[14][15]

Campaign finance
Candidates had to file contribution reports within 24 hours of receiving an aggregate total of $1,000 or more from a single source. The first scheduled pre-election report filing deadline was October 6, 2014. If candidates raised or spent less than $1,000 during the 2013 and 2014 calendar years, they had to file Form 470 at that time. If candidates raised or spent more during that time, they had to file Form 460 by the pre-election report filing deadline.[16]
Candidates required to file Form 460 also had to file a second pre-election report on October 23, 2014, and they had to file termination reports by December 31, 2014. If a termination report was not filed, candidates had to file a semi-annual report by February 2, 2015.[16]
Reports
The Orange County Registrar of Voters does not publish and freely disclose school board candidate campaign finance reports that were filed by paper in their office. Ballotpedia staffers directly requested this information, but the municipal office refused those requests to make that information public.

This election shared the ballot with general elections for seven U.S. House seats, several state executive offices, three state Senate seats and seven state Assembly seats. It also shared the ballot with a number of other school board elections and municipal elections.[17] Two countywide ballot measures were also on the November 4, 2014 general election ballot.[18]
