The Arizona Race and Ethnicity Affirmative Action, Programs, and Requirements Amendment is not on the ballot in Arizona as a legislatively referred constitutional amendment on November 3, 2026.
This measure would have prohibited the government "from compelling applicants, employees, students, or contractors to endorse or support giving preferential treatment to or discriminating against any individual on the basis of race or ethnicity as a condition of any admission, graduation, hiring, promotion, certification or contracting decision or other employment function or scholarship opportunity."[1]

Path to the ballot
A simple majority vote is required during one legislative session for the Arizona State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 31 votes in the Arizona House of Representatives and 16 votes in the Arizona State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
The measure, HCR 2042, was introduced to the Arizona House of Representatives on January 27, 2025. It passed the House on February 25, 2025, by a 33-27 vote. As the state Senate never passed the amendment, it was not placed on the 2026 ballot.[1]
