The Arizona Signature Distribution Requirement for Initiatives Amendment is not on the ballot in Arizona as a legislatively referred constitutional amendment on November 3, 2026.
This measure would have changed the percentage of signatures for initiative petitions that come from each county in Arizona. This is known as a signature distribution requirement. In 2025, the signature requirement to get an initiative petition on the ballot in Arizona was equal to 10% or 15% of qualified electors in the state for state statutes and constitutional amendments, respectively. This amendment would have provided that the initiative signature requirement be 10% of votes cast for governor in each legislative district to qualify initiated state statutes for the ballot, and 15% of votes cast for governor in each legislative district to qualify initiated constitutional amendments for the ballot.[1]

Path to the ballot
A simple majority vote is required during one legislative session for the Arizona State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 31 votes in the Arizona House of Representatives and 16 votes in the Arizona State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
The measure, HCR 2057, was introduced to the Arizona House of Representatives on February 12, 2025. It passed the House on March 5, 2025, by a 32-26 vote. As the Senate never approved the amendment, it was not placed on the 2026 ballot.[1]
